Tell her to think back about what she's touched or been exposed to the previous few days. New laundry detergent? Perfume? Even new clothes? Soap? Anything like that can sometimes cause a rash. Plus, it's summer and if she was just outside a lot and sweating it might be a bit of heat rash. She can try putting some hydrocortisone on it, which is available OTC and if that doesn't clear it up in a few days she may want to go to the doctor. The only STD that has a rash at all tends to be syphilis and that generally is worst on the palms and soles, but it can show up elsewhere too.
