You should be able to launch the "Command Prompt" program, kill the explorer process, delete the file, and then re-launch explorer. As can be evidenced by the thread WindowsXP won't let me delete a file!, explorer likes to read your files, for some reason, and it's buggy so sometimes it still has a lock on them even after it no longer needs them...
