Actually, some are released under a variety of other licenses, but they are all open and free as in speech. But please note that they encourage contributions, and clip art is simple to make. So, everytime you download a piece of clip art, you should also launch your favourite vector drawing program (Inkscape 0.42 is a great start, open source AND cross platform!), an create a new piece for the world.
You'll be famous, everyone benefits, and the world is a richer place. Open Source is more than freedom, it's a better way to compute.
