I'd like to know what festoon style is. There are companies (LEDTronics, disclaimer: financial interest) that make just about any replacement bulb imaginable out of LEDs.
If you really feel like building it yourself, it's not as safe or rated but you can hook LEDs in parallel or serial putting one or more resistors in line (depending on the needed resistance, you may infact need none*) and using ohm's law ( Volts(E)=Amps(I)xResistance(R) ), the resistance addition formulas (series resistors add, parallel resistors add in inverse (R1+R2)/(R1xR2) and the power law, Watts=Volts x Amps to find the right amount for you.
You will need to do research on the different kinds of LEDs as well. Luxeons are powerful at 1W a piece, but there is a new style that is of incandescent color, looks like a mag light. But Still, my advice is to ask one of those companies about something that will work, they probably have something.
*Resistors in LED circuits are used in battery DC circuits to limit the current draw. Some LEDs come with resistors built in! For a 1W luxeon you will have to see what the power supply gives you to determine what resistors are needed.
