For Windows: UltraEdit.
For Linux: nedit.
I'm not a big IDE guy. I like a text editor with excellent search and replace functions, line numbering, and syntax highliting.
I like the idea of running a test environment locally. Save you a bunch of transit time with your data. My other suggestion is to use subversion for document management. Check it out.
