I guess you can where what you want mostly. Personally if I was the person that you were coming to see, I was the one in authority, and you wore something like that I wouldn't put much stack on anything you said because you portray a less scholarly appearance. All we have to go on in first meetings is our first impression. Does no one care anymore about their first impressions??
I'd be wearing a very tailored suit dress or jacket and slacks with heels. I'd be wanting to show respect and portray as professional an image as possible.
