I'd suggest putting any form of mineral oil on *after* you've been soaking as its main purpose is to create a moisture barrier. Meaning, moisture can't go in and moisture can't go out, so it's good for sealing IN the moisture of your bath after you bathe.
Cut down on the bubble bath. Be sure to exfoliate (scrub with a good natural bristle body brush - they're relatively inexpensive and great for circulation, too). Apply lotion/cream/oil to help seal in moisture. Personally, I prefer veggie oils that can be found in the kitchen. Olive oil has excellent anti-oxidants (more in the extra virgin oils) and is very smoothing and moisturizing. Sunflower is superb for smoothing dryness away (and is high in linoleic acid).
Make sure you're drinking enough water, also.
