You might also need to go into the disk management and have Windows initialize the drive.
Try this:
rt. click on My Computer
go to Manage
Click on Disk Management
It should see the second drive there, right click on it and click Initialize
Format the drive that you don't have Windows installed on. Give it a drive letter.
