How would this result in fewer law abiding citizens owning guns? If we eliminated any kind of mandatory gun safety training, the number of law abiding citizens with guns might increase, too.

It would just be another market for blackmarket 'unmarked' bullets and stolen ammo (who cares about a serial number if the box is stolen).

I think the point is not only to catch stupid criminals, of which there are many, but also to provide the authorities with more information when it comes to investigating gun crimes. Stolen ammo could be traced to a specific place and time, and such information could be used in case any other information came up linking someone to that specific incident.
