First of all, most local library has computer training programs available, free or cheap. They can use the PC there and get acquainted with computers without first buying one. If they decide to get one, for their purposes, you can probably get one new enough from computer recycling centers. Or, get a Dell entry level PC, I have never owned a Dell personally but if the PC needs service, Dell is good at providing excellent service.
