I'd venture that most women are bisexual to some degree, but our culture tends to encourage them to supress their attraction to other women, or to express it in platonic ways. Women are much more free to compliment others on their physical attractiveness than men, touch their friends in casually affectionate ways, etc. in addition to what Lurkette said about women being sexualized in our society.
Look at popular teen fashions. For girls, it's the micro-slut look; tight midriff baring shirts, spaghetti straps, short skirts, etc. Girl's popular fashion seems to be all about showing skin and sex appeal. Boys teen fashion is baggy clothes two or three sizes too big, a do rag and hat turned sideways, baggy sports Jersey, long shorts, knee socks, pants down around the upper thighs and boxer shorts exposed. Very little skin, and not the least bit sexy.
That said, I think my wife would identify as completely homosexual, a six on that Kinsey scale. She's never had sex with a man, and finds the idea a little repulsive. My sister on the other hand, would be a 0 on that scale, finding the idea of sex with a woman just as repulsive.
There are a lot of women who are naturally bisexual, who later identify as lesbian due to having been abused or raped or otherwise soured on sexual relationships with men due to bad experiences; I'd fall into that category.

The first part is way, way off (to quote Hayden Fox, I'm pretty sure I'm in the high nineties) but the comment is right on the money.
