you might wanna get a multimeter and check out the power supply, it may not be carrying enough juice. I've had similar symptoms as I've had to reboot several times for it to make it past POST. The power supply was pushing barely enough to start the PC, but not enough to make any of the components work. if not, it could be something going on the motherboard as well.
