Maybe the mother board is just dead? Or power supply problems... Did you test the PSU on another mother board to see if it was working? Make sure the switch on the back of the power supply is on, sounds stupid but I forget to flip it on occasionaly. Another thing to do is try and flip the power switch connector, you could have it on backwards. If it were my friend I would tell them to buy another motherboard. SiS chipsets are normaly horrible.
