About the valve covers, since I've changed my share of valve cover gaskets; when you put the new gaskets on they make this goop you throw on to make it seal better, so that may have been what you saw. There really isn't a reason to go back and do something special to one or even a few bolts since theres a bunch of bolts around the cover. Not that I'm trying to defend him since the repair shop should have torque specs on the bolts in a book somewhere so he must have been too lazy to go get them and the bottom line is he should told you he broke the bolts no matter what.
