One thing I forgot to say: the effects Lott observed were with consent decrees; in other words there was no correlation of crime rates with minority officers prior to the consent decrees, but there was afterwards. The only obvious thing all these cities had in common were the consent decrees, which makes it a natural inference that the decrees themselves are somehow responsible for the results.
