That's really only a modern assumption. If you look at human history, there are plenty of times in which that's not always the case. And the further back you go, the less likely the assumption becomes. Tutankhamun, for example, became pharoah at about 9. Plus, by the looks of it the role of Queen of Naboo is much like the role of Queen of England - no real power, but merely a figurehead. The Senators are the ones with the real power.
