My limited understanding of this technology tells me that the figures quoted depends on file format.
The format which means you can listen to your CD on a conventional player (which I think is called "redbook audio" dictates that a maximum of 80mins. (or your 28MB) can be held on the disc, whereas if you fill the disc with data files (say even mp3 format), you could hold up to 700MB.
