A small town, where everyone knows each other. A community park where children play. I don't disagree with you, rival, but this may still be possible in small rural communities. Being within 44 miles of Chicago, may not be as rural as the picture painted. 44 miles from Seattle can be a small community depending on which direction you go.
I would not be that quick to blame the parents, if they believed themselves to live in a small and safe community.
