The most effective EMP weapon is a standard nuclear warhead. If detonated in the upper atmosphere, a reasonably sized H-bomb can destroy electronics for several hundred miles (or more) in all directions.
Non-nuclear EMP devices would affect a MUCH smaller area. Although probably very useful for an army to have, it could not be used to cripple a country.
