I have a feeling it's a "can't trust the drivers" deal. There seemed to be alot of after-race penalties last year. That may be what sparked the whole issue.
Talladega will more than likely go to DEI. I do think that you might see the Hendricks team challenge though. They are running fairly consistant and given the fact that Jr has a new crew chief, it could be up for grabs this year. It'll be fun to watch either way.
