They did not buy the rights. There was a whole dustup about this when it was first announced; the best analysis was at
Daring Fireball: Dashboard vs. Konfabulator, which basically says that Apple is in the right on this one. The technologies appear similar, but Konfabulator is essentially Desk Accessories from what, Mac OS 6? Something like that.
