Right after Vice City came out I was driving around my town and looking around and thought it would be sorta interesting if they made a GTA that took place in a very Suburban sort of town where there usually isn't much crime if any at all and how interesting it would be to see them set up a Citizen Crime Watch sort of thing and how you get around that and blend in with the other people.
Then of course my town made national news when those 4 guys killed those 6 people over and XBox and it no longer seemed as innocent of a place to live.
