We have to get rid of the mentality that speed is the killer. It's not. It's poor driver training and driver distraction. You get someone that only had to parallel park and drive slow in a parking lot to get his license, then get him eating a burger, talking on the cell phone, and watching the GPS display in his car, and I guarantee you he's a lot more dangerous at 10 under than I am at 30 over.

I saw once a driver on a 3 lane very high traffic cramped mini-highway with a leaping dog on his lap.. I'd be surprised if he made it home with no problems.
