Well as a pedestrian you shouldn't be wandering around on the interstate, which is where I speed. And if I do see someone walking - disabled car, work crew, whatever, I slow down and move as far away from them as I can.
We have to get rid of the mentality that speed is the killer. It's not. It's poor driver training and driver distraction. You get someone that only had to parallel park and drive slow in a parking lot to get his license, then get him eating a burger, talking on the cell phone, and watching the GPS display in his car, and I guarantee you he's a lot more dangerous at 10 under than I am at 30 over.
