Blaming the entire education system is one thing and would make sense if this were more widespread. Who knows, maybe it is (I do know the textbooks are PC crap nowadays).
In this case we're talking about one employee. Even if it's a few people this kind of mistake is not a reflection on the system, it's a reflection of the department who let this get to the printer. Point is: the guy/gal who wrote this should have never been hired if this is a typical example of their work. A person who writes tests should be educated enough to not make those mistakes in the first place, and that means
not hiring a person who has been let down by the state of education in the first place.
