Yes, I could see panic being a major cause of death if there ISN'T another tsunami.
And everyone there was probably just starting to get their lives back in order, and then WHAM, another quake. Those plates are just movin' and shakin' this season.
I'm curious why you wouldn't consider it an aftershock? It's smaller than the last one, and is in the same spot. I don't know much about quakes though...is there a time limit maybe on what's considered an aftershock?
