I was lookin at the chevy cobalt but the only model that i really liked was the SS Supercharged and i think its out of my pricerange...

You want a car that can move in that price range...don't buy new.
Seriously you can find some used cars only a year or two old that will be in that price range and easily will be fast and you can turn heads.
First suggestion would be see if you can find a used SRT-4. You can easily find one for 18k it'll be a lot faster than anything you can buy new for that price and it will have a ton more potential at that.
Next would be see if you can find a used Mustang GT.
With the 05 GT out the prices on the 99-04 Mustangs have hit rock bottom and you can find an 03-04 GT with under 15k miles for 18k easily.
Again it will be easily faster than any of the other cars you can buy in that price range brand new and again it has a ton more potential.
