As an ex-smoker, let me just say that harrassing your roommate is not going to accomplish anything. Being an asshole to an asshole doesn't make the smell go away.
You do need to convince your roommate to either go outside or keep it to his room with the window open. If he isn't willing to do that, one of you's probablly gonna have to leave.
Seriously though, I'm sure he/she was a smoker when you moved in together. What did you expect?
