I notice the same thing. Out of the 3 Tim Hortons that are convenient for me (2 of the 4 on campus ones, and the one just off campus), 1 of them always has horrible coffee (and service too). The other ones are usually pretty decent.
My biggest pet peeve with Timmies... The cups. They're horrible and always spill and leak.
Also, I'm getting mighty annoyed with my lack of winning. Averaging a cup a day and still no prize
