While all salons (at least in NJ) have to be liscensed and get regular board of health checks, I'm not sure every state is the same.
I'd check with the BBB to see if any salons have complaints agains them.
The best place to find a good waxer is thru word of mouth... If that's not possible, you could always do some investigating yourself. Make an appointment at a local salon (don't go for the cheapest but don't go for the most expensive either) and have a bikini wax or a half leg wax first and see how careful the waxer is (and is she wearing gloves, how hygenic is the salon, etc)
If you are satisfied with the results, then go for the full waxing.
