I think they're trying to do too much in too small of a space. Of course, I'm majoring in this stuff at a liberal arts college, so my idea of fucntional is obviously different than maybach.
I'll give you point one, I find it annoying but it is commonplace all over the web.
The double dropdown menus work fine, do not hinder the navigation, what is the exact problem you have with them?
the pictures are a secondary source of navigation and as such the scroll left and right function you talk of is not really valid, however they should go to the same places as the navigation bar.
I don't see any scroll bars with regards to the information, which pages are you referring to?

This is not a badly designed site, I'll admit it's not perfect, or a shining example of functionality on the web, but I think you are judging it harshly and against the wrong criteria- there are much worse sites out there
