Well, in actual rally cars, I know it's used to get air flowing into the cabin, those cars get super hot when they're driving, so it helps cool it off. On a regular street car? I don't know what it would do... if it was functional, I'd assume it did the same thing, brought air into the interior of the car, but I don't know if those are functional or not.
