In short, the Illicit Drug Anti-Proliferation Act (previously known, and defeated, as the RAVE Act), hold Promoters / Venue Owners liable for the activities of it's patrons
even if they do all they can to stop illegal activity.
The bill is "meant" to curb rogue promoters from hosting events where the sole purpose is to sell and use drugs... however, considering the context in which this bill is being applied (as an amendment to the Crack House law, which was unsuccessfully used to prosecute promoters last year), it's quite obvious that it will target pretty much any promoter that is not on good terms with a given government institution.
Sooooo.... I'm curious to know what the folks on this board think... as this is a very interesting mix of liberal and liberal conservatism (hehe)... all I ask is that you keep in mind that the way a law reads is out of context from the way it will be inforced, depending on the context of how it was introduced.
