Nvidia 6600Gt problems

So I finally took the step and bought a better than average card and now I have problems.
1st I installed the card and it worked good booted up fine
then i set the screen to 1024x768 still good went to test it on Mohaa thats when the problems started, as the game started up the pc just died.

then I tried to reboot no dice had to unplug powercord after that it started up but gave me this

Nv4_disp

The device driver get stuck in an infinite loop this usually indicates problem with the device itself or with the device driver programming the hardware incorrect

Ok so I read all the stuff on that and uninstalled the card unistalled all the drivers stuck in my old card fx5200 and every thing is back to normal
checked my bios and they are up to date
checked everthing was good

put in the 6600 GT back in installed and I get a screen looking like this


in 800x480 so i changed the screen to 1024x768 and puff back to same problem as i had earlier with out starting any games the same thing happened
while watching an AVI file in less than 30 sec.
So I dont know what to do next ?
I include my pc specs.

its a Dell 8300
P4 3.0 MHZ 800 front side bus and Hyper threading
2 x 512 MB
160GB WD HD
XP SP2
dvd drive
dvd+RW
no floppy
Audity 2 Soundblaster
power supply 350 Watts

Did I run into a wattage problem maybe
I dont think it could be a heat issue since it happend in less than 3 minuttes with nothing running
