Yes, that is most definitely Bill. I'm almost ashamed to say that I remember when those pics came out. Granted I was quite young, but I was a young lad that was fascinated with computers. And, YES, there's a Mac in the background. Back in the day, MS wrote software for Mac. Excel was actually launchd on the Mac. I think I actually have a copy of Excel 1.0 for the Mac laying around in some old dusty boxes in my office.
Reporters/interviewers will quite often take the person being interviewed out for drinks to loosen them up. It looks like Bill had a few too many. Big name stars know too well not to go drinking with a reporter then hop up on your desk in a sex kitten pose. But when you're a yound 20 something computer nerd that's never been shown much attention before, you tend to fall for ploys like that.
