I don't let it get to me, but there are a lot of people with questionable driving skills "parking" cars around here. The quotations are to emphasize that the cars are placed in park, and that's about all the driver seems to have gotten right.
I don't see too much conflict over parking lot behavior. There is certainly cause for some frustration since our university has sold 2000 employee parking permits for somewhere around 700 spaces. Nothing like paying $280 per year to park over a half a mile from where you work and still have to struggle to find a space.
