Yes, you can.
1. Go to Preferences / Importing, and change the settings to whatever new settings you want (say, mono MP3 at 64 kbps).
2. Select the songs that you want to transcode.
3. Select Advanced / Convert.
Voila, new song files at a new rate.

IMPORTANT Go back to Preferences / Importing, and change the settings back to your normal settings. Otherwise, all of your newly-imported CDs will be at the wrong settings.
