I'm not taking what they say at face value by any means, but I'm not dismissing it completly either. I'm going to consider it with the rest of the possibilities (the other possibilities including the hostage scenereo). I'm not saying it's probable, but
possible that they do have them to simply protect themselves from asgressors.
