Yeah, I've used it before. It actually made me want to buy Live! because it sucked so much.
It just makes your xbox think its hooked up to a LAN. Although it is possible to play Halo 1 through xbconnect, it is not made for to travel through cyberspace as it needs a very fast connection (ie. LAN), so it makes it lag like shit. All the other games were fine with LAG, but I only found about 4 people (if that) per game to play with. You also have to go through your computer to get it to work, as in finding a game on your PC, then when you are allowed in a room, go to your xbox, detect a LAN game, and then you can get in, maybe... if its in a good mood.
I don't know, I've used that and XLinkKai. Both were junk in my opinion and now I am quite happy with Live!.
