As for your second, the Cowboys' dynasty was before the present salary cap system. They could spend all they needed to keep their players. The Patriots have a limit, and haven't even come close to the cap hell other teams have gone through. Plus, they have done something only that Cowboys team has done in winning three out of four. They really are a dynasty.
