Technically ,yes. Casino Royale was the first James Bond book. It was also adapted as a CBS made for TV movie (making it the first James Bond movie, yes).

But, the Casino Royale that most people are aware of is the 1967 comedy with Davin Niven and Peter Sellers. That movie did not follow the book at all. The movie studio had the rights to the title and the character name "James Bond". That is the only simularity between the (1967) movie and the book. The first official theatrical movie is still Dr No (1962).

Using Casino Royale as a basis for the new Bond movie is a bit daring, considering most Bond purists despise the '67 movie. I love it, but I'm a fan of really cheesy movies and only a casual Bond fan.
