I prefer Hypothetical Situation 3:
Iran develops a bombbut doesn't publisize it and give said bomb to a terrrorist group that moves it around and around until it can't be traced back to Iran and THEN it is used to blow up Tel Aviv.
How could Israel retaliate without knowing for certain that it was Iran and not a rogue Soviet weapon, a South Korean weapon, or ??
Plus, now Iran MIGHT have a bomb with which to retaliate themselves if it WASN'T them in the first place.
Terrorism on a NUCLEAR scale.
I really think you are wearing blinders in this particular case.
