Heh. Sounds like you've never actually seen much of the crap that Congress puts out.
The report was written by committee. They say strange and bizarre stuff all the time. That doesn't necessarily make it so.
BTW, what do you make of the Warren Commission report on the Kennedy assassination? Lone gunman or Grassy Knoll? I've read it, and I must admit, the "magic bullet" made me laugh.
