1/1000th? Start organizing. Attempt to reform civil society. Clump up for defence. Stockpile. Network with other clumps against predators. Find skilled farmers and spread the knowledge (luckly, 1 hours drive from here is an agricultural school). Defend books.
I would expect a breakdown of civil society caused by the stress. At the same time, with no massive physical catastophies, starvation won't be much of a problem.
