Is there a big difference between the LAN card and the onboard LAN port?

I'd remove the card and enable the onboard port and see if the problem persists. Then you would know whether the problem is related to the card or the motherboard. If the connection is still screwy then it's the motherboard and aside from downloading the latest drivers for it, there's not a whole lot you can do.

Coincidentally, I had a similar problem with my new motherboard. It didn't fluctuate, but was real slow to start up. I just switched to the onboard port (similar speeds and whatnaught) and it cleared up.
