I wouldn't have worn anything like that to my prom; I wouldn't wear anything like that now. At my high school they would not let anyone dressed like that into prom and I think most of the girls are too self concious to wear those out in public.
From the stores' standpoint I think the permission slip is a good idea. They won't have angry parents coming by to return the dress and berate them for selling it to their daughters.
