We have a volenteer army. Those subjected to training have legally contracted to be subject to such training. The pain is intended to increase their survival in combat, an act that is ultimately benificial for someone who consented to be sent in to war.
Prisoners do not consent to such treatment. They are incapable of stopping said abuse, nor does their pain produce any future benifit for them. The pain is intended to harm them, in disregard for their well being, and in a situation in which they lack any control.
