go to display properties -> advanced -> tab 'Displays' -> click on the first 'Monitor' button -> uncheck 'Use DCC information' -> set the maximum resolution and refresh rate (set it to something high, say 100Hz or higher if your monitor supports it)

That did it for my PC and I had the exact same problem with my ATI 9500.

BTW Phage, any recent monitor shouldn't be damaged by setting the refresh too high, it will simply go in standby mode
