That's a pretty useful tool, straight from Mircosoft. It might not be the most intuitive thing in the world, though. I used it to map umlauted (öäü) vowels to ctrl-alt-[vowel]. I'm sure she could use it similarly to get what she wanted.
Basically, it creates a layout that you can then assign to your keyboard in control panel. Let me know if you got any questions about it, I'll try to help.
