I have no personal experience with Hi Points, but I've not heard good things about them.
If I were on a budget, I would probably look for a used Taurus or Rugar revolver and start saving up for a Rugar automatic. (Kel-tecs are also ok for the money. My 9mm was only 220$, but I wouldn't trust it past 10 yards to hit a person.)
Ultimately, you get what you pay for.
